Frozen billing periods

Every billing period currently locked from MovieTransit-side mutation. Lock kicks in on invoice finalise (CSB-151) or via the daily 01:00 UTC cron pass (CSB-153). Unfreeze to apply a correction — the next cron pass will re-freeze if past the cutoff.

No frozen periods. Either nothing has been finalised + no past-cutoff periods exist, or someone unfroze them all.
